International Standard Classification of Education (ISCED)
Education levels are often grouped according to the International Standard Classification of Education, or ISCED. This classification was created by the United Nations Educational, Scientific and Cultural Organization in the 1970s, to gather comparable education statistics. ISCED classified programmes according to their content, as well as by their levels of education. In 2011, ISCED introduced a new classification. This classification, called ISCED-11, included cross-classification variables and updated rules for allocating programmes.
Generally, a level 3 qualification shows that a person has a higher level of learning than a level two qualification. These qualifications are usually attained in a centre for further education. Level 7 indicates that a person has a higher level of knowledge than a degree-level qualification. A level 8 qualification indicates that a person has a higher level of knowledge than a doctoral-level qualification.
Education levels are also affected by socioeconomic conditions and migration policies. For example, in a country with a strong economy, there may be a greater proportion of jobs that require a professional degree. There may be a higher percentage of jobs that require a doctoral degree in some areas of the country.
